Tuguegarao City, Cagayan – Dr. Shirley C. Agrupis, Chairperson of the Commission on Higher Education (CHED), visited CHED Regional Office II (CHEDRO II) on August 8, 2025. During her quick visit, Dr. Agrupis interacted with employees and had a quick tour of CHEDRO II.

A seasoned public servant and leader in higher education, Dr. Agrupis previously served as University President and Professor at Mariano Marcos State University prior to her appointment as one of the Commissioners of CHED in 2024.

Currently serving as the Chairperson of CHED, Dr. Agrupis envisions, through the ACHIEVE Agenda, a Philippine higher education that is responsive to the demands of the times, outcome-oriented and globally attuned.

This ACHIEVE agenda underscores seven key thrusts namely: Advance and accessible life-long learning; Centralized one nation human capital development plan; Harmonized SDG-based research and innovation agenda; Integrated real-time data collection and analytics system; Expanded and impact-driven internationalization strategies; Vitalized policies, internal systems and governance; and Effective and efficient public service.
