Tuguegarao City, Cagayan – The Commission on Higher Education Regional Office II (CHEDRO II) calls an inter-agency meeting on foreign students on 13 February 2025 at the CHEDRO II Auditorium.

Presided over by CHEDRO II Director, Dr. Julieta M. Paras, the meeting was attended by the representatives from the respective regional and field offices of the Bureau of Immigration (BI), National Bureau of Investigation (NBI), National Intelligence Coordinating Agency (NICA); and Higher Education Institutions (HEIs) offering programs for foreign students, namely; Cagayan State University – Andrews Campus (CSU Andrews Campus), CSU Carig Campus, PLT College, Saint Mary’s University (SMU), Saint Paul University of the Philippines (SPUP), and University of La Salette (ULS).

Dr. Paras, in her opening message, elucidated that the purpose of proposing for the creation of the Regional IACFS is anchored on the goal of easing up the communication and coordination among concerned regional agencies.

Moreover, Dr. Paras stressed that the meeting was the most opportune time in reconciliating the data pertaining to admission of foreign students from HEIs with the data being submitted to CHEDRO II.

Establishing cooperation among concerned agencies and tackling matters relevant to the admission of foreign students in various HEIs in the region, the meeting became a platform for the revisiting of the Inter-Agency Committee on Foreign Students (IACFS) Joint Memorandum Order No. 1, series of 2017 or the “Consolidated Implementing Guidelines on the Entry and Stay of Foreign Students in the Philippines pursuant to Executive Order (EO) No. 28, series of 2000, organization of the Regional IACFS, and Foreign Students Data Reconciliation.

Attending agencies and HEIs signified their support to CHEDRO II’s thrust and manifested their willingness to extend cooperation to realize initiatives for the security and improvement of delivery of higher education in the region. (AMM/CHEDRO II)
