Tuguegarao City, Cagayan – The Unified Student Financial Assistance System for Tertiary Education Secretariat (UniFAST Secretariat) and CHED Regional Office 2 (CHED RO2) held a Regional Orientation and Workshop on the Digitized UniFAST Monitoring Tool for partner Higher Education Institutions (HEIs) on July 23, 2024 in Crown Hotel, Restaurant & Pavilion. 

Tertiary Education Subsidy (TES)/Tulong Dunong Program (TDP) Focal Persons and Registrars of partner HEIs participated in the event, which walked them through the background, features and functionalities of the Digitized UniFAST Monitoring Tool, the roles and responsibilities of all parties concerned; the timeline of its implementation, and the expected reportorial requirements.

Dr. Annaliza Gando, Head of the Policy, Monitoring, and Evaluation Division (PMED), Ms. Goldey Malabanan, Project Technical Staff III of PMED, and Mr. Froilan Bohol, Project Technical Staff I of Information, Communications, and Technology Unit (ICT Unit), served as resource speakers during the discussion of the said topics.

Atty. Marco Cicero F. Domingo, in his message ably delivered by Dr. Almacita P. Abrigo, expressed CHED RO2’s gratitude to partner HEIs for attending the activity despite the inclement weather.

Atty. Domingo emphasized that the activity is vital since it serves as an avenue wherein the transformative potential of technology is harnessed for the furtherance of programs under RA 10931 or the Universal Access to Quality Tertiary Education Act (UAQTEA). 

“The Digitized UniFAST Monitoring Tool represents a leap forward in how we manage and optimize the opportunities afforded by our programs to our students,” said Atty. Domingo.

Meanwhile, Dr. Gando conveyed the role of the monitoring tool in realizing the impact assessment of the implementation of the various UAQTEA programs, and in gathering data and information for the formulation of informed policy decisions. 

“We hope to continue to collaborate proactively, not only in receiving the benefits of the UAQTE programs given to our students but also in documenting the what’s and the how’s of the implementation of UAQTEA programs in the last five academic years,” said Dr. Gando. 

The Digitized UniFAST Monitoring Tool is formulated and implemented to fulfill the requirements of RA 10687 or the UniFAST Act, and the Memorandum of Agreements forged between the CHED-UniFAST and concerned HEIs. It shall also serve as a standardized digitized monitoring tool for the collection of complete and accurate data and information from partner HEIs, documentation of UAQTEA program implementation, and utilization of relevant data to perform evaluative processes.
