Tuguegarao City, Cagayan – The Commission on Higher Education Regional Office II (CHEDRO II) convened a pivotal event, “Planning and Target Setting for the CHEDRO II Strategic Plan” held on February 25, 2025 at the CHEDRO II Auditorium. This gathering marked a significant milestone in shaping the office’s strategic direction, reinforcing its commitment to excellence and reliability in achieving its goals for the 2024-2028 period.

The strategic plan is built upon five (5) foundational pillars of CHED as spelled out in the CHED Strategic Plan for 2024-2028:

  1. Access and Success – Ensuring equitable access to quality tertiary education remains a top priority. This pillar focuses on expanding opportunities for all students while providing comprehensive support systems that foster academic success.
  2. Quality and Excellence – Dedicated to sustaining and enhancing the quality of higher education, this pillar upholds high standards in teaching, learning, and research. It aims to cultivate academic excellence across the region, ensuring that institutions deliver top-tier education.
  3. Internationalization – Recognizing the transformative power of global collaboration, this pillar strengthens partnerships with international institutions. It promotes knowledge exchange, cross-cultural engagement, and the provision of quality education to foreign students in the Philippines.
  4. Social Responsibility – This pillar highlights the crucial role of CHEDRO II and higher education institutions (HEIs) in serving the community. It underscores the collective responsibility of fostering social justice, inclusivity, and meaningful societal transformation.
  5. Good Governance and Bureaucratic Efficiency– Anchored in transparency, accountability, and integrity, this pillar focuses on practicing good governance and ensuring the effective and efficient management of higher education. It aims to cultivate a culture of excellence in public service, driving innovation and operational efficiency.

Throughout the event, an in-depth discussion of these strategic pillars took place, underscoring their critical role in the roadmap for CHEDRO II. Following the presentations, a collaborative session between the technical and administrative divisions was conducted to assess the current landscape, identify necessary improvements, and outline actionable steps toward achieving the strategic objectives. Led by Dr. Julieta M. Paras, the Regional Director of CHEDRO II, this collective effort reinforced a unified and forward-thinking approach to advancing higher education in the region.
