Tuguegarao City, Cagayan – The Commission on Higher Education Regional Office II (CHEDRO II), through the Unified Student Financial Assistance System for Tertiary Education (UniFAST) Unit, held a Tertiary Education Subsidy (TES) and Tulong Dunong Program (TDP) Financial Reconciliation and Workshop on 21 February 2025 at the CHEDRO II Auditorium.
Present during the activity are officials and staff of CHEDRO II, led by Director IV Dr. Julieta M. Paras, CESO III, and the respective Focal Persons, Accountants, and Finance Officers of concerned Higher Education Institutions (HEIs).
In her opening message, Dr. Paras encouraged the participants to convey the challenges they are experiencing as implementers on the ground, accentuating the critical nature of coordination as partners in attaining compliance that ensures the effective and efficient implementation of programs. She underscored the partnership between the Commission and HEIs that is founded on a common mission of being of service to students, guaranteeing provision of continuous guidance that addresses shortcomings relating to program implementation.
Aligned with standing guidelines and guided by the theme: “Good Governance in Action: TES and TDP Financial Reconciliation and Compliance Workshop,” the activity served as a platform to resolve bottlenecks in completing necessary documentary requirements for the liquidation of disbursed funds, and an avenue where participants shared relevant issues and challenges.
Ms. Pauline Maye Somejo, Project Technical Staff III and the CHEDROII-UniFAST Accountant, delivered a lecturette re-orienting the participants on the pertinent provisions of UniFAST Memorandum Circular Nos. 1 and 2, Series of 2022, or the “Guidelines on the Liquidation Requirements under TES and TDP,” and UniFAST Memorandum No. 3, Series of 2023 otherwise known as the “Guidelines on the Use of ASC under TES and TDP.” Thereafter, a workshop and a small group discussion ensued, facilitating the identification and addressing of challenges.
Concluding with an open forum, participating HEIs raised further questions which were given due clarification, and signified utmost commitment to comply and exhaust possible means to expedite their compliance. (AMM/CHEDRO II)
